Prob around $200-350 for a upgrade ethier its amd or intel

I would get a better power supply, then wait on the RX 480, that is out at the end of the month. After that save up for an Intel, or maybe an AM4, upgrade. AM4 is due to be out in October. The RX 480 would be bottlenecked, by your current APU, but it can be reused in a better setup, later on. For the money, this PSU is a steal, right now.

Your current PSU is not very good, and your budget is quite small. Also new motherboard, often means new copy of windows.
