I am wanting a PC build for animating and gaming on ultra settings.
I would like to keep the price under $1000 and it must include a optical drive and a wireless network card as well as adequate cooling. I also need a HD monitor with HDMI for around $100.

Ok, this should be enough to get you around with $1000 budget. An SSD is a must, although it doesn't need the top of the line samsung 960. If you were more concern with the size, then you can change the Samsung 960 evo 250Gb with

The cpu with 8 core 16 thread should be perfect to crunch your animation.
RX 580 8Gb should be enough to play 1080p ultra on most games. Above that, hit the budget. extra vram might help along crunching the animation.
2x8Gb ram is a bit of concern for animation part. I picked a motherboard that allow you to add 2 more ram when you decided to add more 16Gb ram.

If the case happen to be too hot, then you can add any cheap 12" case fan onto it. But for now, due to budget limitation, just use it as it is first.

Optical drive? never use it for the past 2 years now. I currently have external optic drive for my whole office. No hassle, less power (plug only when needed), faster and multi usage

Wireless network? it depend on what kind of network you have in your area.

Thank you you said that the Radeon Rx 580 would run most games at 1080p ultra so would that then compare to the GTX 1060?
