[SOLVED] Annoying Drop of Frames

My Friend is new to PC Gaming with an I5 9400f & GTX 1660 SUPER, While playing his frames drop from 144 to 70~90 ( I know it's not a problem since it's 60+ )
but the game almost freezes during that time, it's frequent and it happens in all games.

Note:

• It happens in offline + online so it's not an internet problem.
• limiting the framerate doesnt help if we set it to 60 the drops lowers to 30~40.

What games is your friend playing? Could we get some exact game-setting-FPS? Was this a fresh Windows install? Are drivers up to date? It's unlikely to be the sole cause, but your friend hasn't helped themself by going with a single stick of RAM.

Call of Duty: Modern Warefare, Rocket League, Valorant.
I think so yeah fresh + updated.

One 16GB stick of ram would seem to be the only issue I see from the benchmark
