Question Another PC that reboots every 10 seconds

Hi there, my just built pc wont display hdmi or usb and reboots very 15 seconds. I tried stripping the motherboard to its bare bones (just cpu +cooler on it) and it still would do it. Adding components the problem persisted. Tried ram on each slot and no ram. Tried reapplying the cooler a bit tighter. Tried removing battery from motherboard and waiting 15 minutes (although the cmos jumper for my motherboard was nowhere to be found). tried messing with the power switch cables from my case. Im so lost and this my first build. everyone seems to solve this by swapping RAM around the ports but not me....

Build:
Ryzen 5 2600x
rtx2060 6gb from gigabyte
Meshify C case
Corsair vengeance 2x 8gb 3000mhz
Asrock b450 pro4
Corsair cx550m PSU

First make sure your cpu, motherboard and gpu power connectors pluged in snugly. Make sure your monitor is plugged into the video card. I would try the system with cooler, ram, video card, connecter to the psu

Also place your ram at A2 and B2 memory slots.

Cant do that yeah and in theory the pc shouldnt reboot if i dont have ram installed at all right?

Done this as well. Doesnt seem to change anything.

Check if your cpu has bend pins.
