Anti aliasing + shimmering grainy on all games

Thats weird , i dont know how to fix it , even on nvidia control panel i tried to fix this , nothing , its so annoying , but i care about anti aliasing , anti aliasing on all games are ultra , but its looks so bad , in just cause 3 its worst anti aliasing , updated my graphics card. And still the same issue again , my windows 10 have some things to update , but i dont think its the problem tho

Spec:
Gtx 1050 ti oc edition
Xeon 3460
10 gb ram
Windows 10 home

i tried this but nothing maybe the shemmering is not bad, but anti aliasing is so bad please help
