By decent I mean Medium/Low at 1080p only and get at worst 40 FPS?

Solution

Best way to go. Set aside 600 bucks and you're set. You'll get a SH GTX 970 or R9 390 for between 150 to 200 and the rest for the platform, with SSD, PSU, HDD and everything.
Pc gaming is not as...
Honestly ive seen the 750ti running doom at medium 1080p & hitting above 40fps on a mates system, at low its well in the 50's.
This with an old i3 2320 so I'm not sure the listed system requirements are even close to being realistic.

Be warned at anything less than high the game in all honesty looks pretty <mod edit> graphics wise , its not that great looking even totally maxed out IMO.

I'll add I wouldn't recommend buying the game at full price to run it on the 750ti though, really the gameplay demands 50fps minimum IMO & as I said at low it looks pretty bad.

If you havent found your answer yet, yea you will be able to
never judge the system requirements always play it for yourself.
I am playing it on AMD 860k and r7 260x just fine at 1080p low/med settings
your specs are very similar to mine
