like when i install win 10 fresh, it dosent have the drivers and i have seen that it uses the cpu as gpu(before drivers 60-70%usage, after drivers 5-10%usage) so can i get the cpu and the gpu to do the task so that i can get a bit more FPS? i know it would add up only like 3-4 fps but coz i have an intel hd gpu the cpu always stays around 15-20% usage and i dont want to waste the rest and instead use it

CPU- I7-2600
GPU- Intel HD 2000
Power Supply - 300W
Ram - 4GB 1600Mhz(will upgrade to 8 after lockdown)
Motherboard- Intel Desktop Motherboard DH61WW

Solution
The Intel HD GPU is actually part of the CPU. They are both part of the CPU that is plugged into your motherboard.

Installing a stand alone GPU would likely increase system performance (vs. using the integrated GPU).

Is that what you are trying to accomplish?

i would like to purchase a gt 1030 (probably will not do it for an year or so) until then im stuck with the intel hd gpu for gaming, also even though its a part of the cpu, before installing the drivers the computer dosent know how to communicate with the gpu or mabey dosent even know that the gpu exists

If you have an image on-screen, then the system knows a GPU exists.
