Ask your ISP (or any other ISP) if they offer symmetric DSL service. Some do for businesses (they'll charge you more for it). Your download speed will be slower, but the bandwidth will be allocated to upload speed instead. So instead of 5 Mbps down / 1 Mbps up, you'll get 3 Mbps down / 3 Mbps up.

For large video uploads, a decade ago it was actually faster for me to burn it onto a DVD and physically take it to a web hosting company, who would then copy the file(s) to my web server directly. Round trip took about 45 minutes, and 4.7 GB of data on the DVD meant my bandwidth was 14 Mbps. From there I could upload to the Internet at large at over 100 Mbps (that was their cap at the time on other people "downloading" from my website)...

If there's a web hosting company reasonably close who is willing to do this, it may be worth it to open an account with them. I did this for a guy who did something like $15,000/mo of business with the host though (he was a web reseller). So I dunno how willing a host would be to help you out if you just have a "regular" account. Can't hurt to ask.
