Question AoE 4 clock rate locking ?

Hello guys,
I am facing some thermal problem with this game and currently I have tried to undervolt my CPU.
As the recommendation, we need a 3.6 GHz i5 chip so can I lock my clock rate at 3.9 GHz or something just a little higher (I need to minimize the CPU temperature).

Laptop model: Acer Nitro 5
The specs:
i5-11400H
GTX 1650

Windows ? Control panel >Power options>set Maximum CPU to 99% so it would work up to base frequency, Lower % also lowers max frequency further.

Can you please explain more, I am just trying to undervolt my laptop for playing AoE4.
 
Laptop CPUs already run al lowest possible voltage and power, undervolting if possible can only bring instability and lower performance.
"Laptop CPUs already run al lowest possible voltage and power" I don't think it's right to say so, because every CPU is different. And my laptop run properly while undervolting and rate locking with a significant low temperature (Though I have not tried all the mode of the game)
But back to my question, I don't know for sure what they mean when they recommend a 3.6Ghz threshold. Does turbo boost counted here?
