This article is at best inaccurate, it talks about the A4 destroying ARM's Cortex, considering the the A4 used in the iPad and iPhone 4 is build round an ARM Cortex A8 core this seems like a somewhat odd statement. You'll also find the same CPU core in the new Samsung Wave and Galaxy S, the CPU core was build by Intrinsity for Samsung, Apple subsequently acquired Intrinsity, meaning they technically haven't designed a new CPU, but they did however acquire a company who did.
