A user in our company (at another office) has reported a client/server
application they run fails with an "out of memory" error. A colleague of
mine has reported that if they log on as Administrator the application runs
fine. The application itself is running ok for other users.

Can anyone think what might be the cause and what we can do to resolve the
problem for this user?

This is common with old and/or poorly written software that was not
designed for a multi-user operating system like XP. Or software that is
written by an arrogant company like Intuit (Quickbooks) that refuses to
change.

Since you didn't tell us the name of the software, it is impossible to
be more specific. I would contact the software mftr. and tell them it
is unacceptable for their program to insist on running only in an
account with Administrative privileges. Ask for a patch, workaround, or
look at different, better-written software.

If you are forced to use this software and have no alternative, ask the
program mftr.'s tech support for a list of the registry keys and
directories to which the program is trying to write. You can change
permissions on those areas then, but this is not the ideal solution.

Yes, the cause is the application was written to target the Win9x OS
consumer base, and most likely NT profile permissions were either foreign or
unknown to the developer(s).
The fix is, if it is a purchased package see if there is an fix to make the
application NT compatible, otherwise you may need to appropriate funds to
purchase the upgraded version of the application. If this ia a home-grown
application, go back to your IT department and have them modify and/or
rewrite the application to be NT compatible (note: this may take months
depending on the complexity of the application), or lastly, you can give the
user "Local Admin" rights to their machine - which differs from "Domain
Admin" rights. If you are worried about installation of software, etc that
is unauthorized, have the employee sign an agreement to such that only
software installed will be what you have pushed through AD, and any
unauthorized installations and/or configuration changes are a "termination"
offense.
