Question Apps crashing, RAM underused, Virtual memory 99%

I'm having trouble with my virtual memory and RAM.

I have 32gb of DDR4 RAM but Windows 10 seems to be vastly underutilizing it. At the moment, I'm sitting at 26% RAM usage and 99% virtual memory (or swap or page file or whatever this bs is called). Even when I turn off my applications, the virtual memory usage doesn't really go down much. When it reaches 100%, my programs crash and I gotta restart my PC for everything to reset.

This is really annoying. I'm a heavy user, I need to have a lot of browser tabs open for my work and this is bothering me.

I've tried the following:

I've disabled my page file completely but that lead to an issue where, if my ram got to around 70% usage, it would crash my applications instantly.

I've set my own page file size but it's as if Windows didn't even recognize that, and gave me only 32gb of virtual memory instead of the 100gb I set. When I set the page file to "system managed" it's about 64gb or twice my RAM.
