Im having a problem where I cant install certain applications. With others, once I install, they begin to flicker and are unusable. As an example, VLC, Steam, and League of Legends all install, however the UI for login begins to flicker, or in game/video content will flicker/crash. Other apps such as Discord and Corsair Link, wont even install due to some error message.
The Strange part is, if I download VLC from the windows store, not the VLC webpage, it runs just fine. Gears of War 1/4 runs fine as well. Even StarCraft 2, Diablo 3, and Destiny 2 all run fine. As such, I thought this was a windows problem, so I tested it with Ubuntu to try and replicate the problem. Sure enough, Steam login UI flickers on Ubuntu as well.
So then I thought it was a hardware issue. I bought a new Mobo and a new SSD. Problem persists. I reinstalled windows without my GPU in, problem persists. I removed one RAM stick, and swapped them 1 for 1, problem persists. I even ran MemTest86 on 4 passes for 2.5 hours with zero errors. problem persists.
I really don't know where to go from here. Im fairly confident its a hardware issue, but with a new SSD and Mobo, that pretty much narrows it down to PSU, CPU, and RAM. I would think if it was PSU, I wouldn't be able to play Gears/Destiny. If it was a CPU issue, I would think the computer wouldn't boot. If it was RAM, I would think MemTest86 would catch something.
Sorry for the novel, but I am really lost here, Im desperate for a solution!!!
