Question Arctic P14 Max only goes to 2400rpm

I recently bought 2 of these as my intake fans. I know they should reach 2800 rpm but in my bios its 100% only goes 2400 rpm.

2 fans in a fan splitter connected to a fan header. I also tried connecting one of the fans directly to the header, and its max rpm is 2500. Still quite a way from its advertised 2800rpm.

Mobo: Aorus B550m Elite AX (updated to latest bios version)

Is there something wrong with my motherboard?
I checked, and it says all fan headers are supposed to handle 2amps/12v

Did I install the fan incorrectly?
No. I'm sure of it.

What else could be the problem?
Thats why I'm here. To ask for help.

Have you set the bios controller to pwm, that is when the max speed may be achieved as per the manufacturer?

In Smart Fan 6 n the BIOS, I set the detected fan headers as PWM. And when I switch the speed to 100%, it only shows 2400rpm.

The rate of this fan is supposed to be 2800 rpm.

Is this without the fan installed?

Air restriction can cause lower rpm. That is why I cut out the fan hole in a case so the fan can spin at top speed. I use small washers to stand the fan off the radiator on liquid cooling.
