I have i5 12500, Idle temps are around 58C and even jumping as high as 75C.Not to mention fan is super annoying loud.Fan is ramping up on smallest tasks.
I bought new paste,re-mounted it twice but nothing changed.I even broke one mount pin second time but its same.
Dont have too many cooler options here, was thinking about Arctic i35.Im so sick of my cooler.

Solution
I said it in op but will explain better this time:when I assembled cpu with cooler for first time I made sure that its properly mounted and not moving.I was shocked with how loud it was.I thought it is how it should be.Sometime later I decided to change thermal paste as I was sick from loud noise. Then I bent one pin but still mounted cooler tight, just as first time.In terms of temps or noise nothing changed from first to second time.
I honestly dont know how to troubleshoot if its mounted bad since right now is tight.
Look at the back of your motherboard.
All 4 push pins should be through the motherboard and locked.
If you are missing a pin, that is a fail right there.
Please list the specs to your build like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
BIOS version for your motherboard at this moment of time.

Fan is ramping up on smallest tasks.
What would those tasks be?

Dont have too many cooler options here,
Where is here? What sort of coolers do you have access to? What sort of a budget have you allocated for a cooler purchase?

Sorry for lack of details
i5 12500 , Aorus B660 Gaming X,Gskill trident z 3200mhz,xpg s40g nvme,wd green sata ssd,2 wd blue 1tb hdd,msi supreme 3070,corsair rm750x,sama full tower,windows 11,Aoc 27g2u.Bios version F26.
PC was idle, literally desktop and temps jumped to 75.When I do programing on any app, lets say visual code and run one line of code fans ramp up (I guess temps also).
Dont have many cooler options in my country Serbia. Was planing to spend around 30eur.Coolers I have acces to are mostly off brand trash, and good brands are much more expensive then they should be.

Show settings of your bios, you can upload pics to imgurl or any other picture service you like, search for the CPU tab.
It's very possible that your gaming mobo is using settings that are way too high for the CPU.

If this is your bios, then follow the guide to reduce TDP.
The 12500 is supposed to work between 65 and 117W so pl1 should be 65 and pl2 117W or both at 117W at the most.
Don't do undervolting at the same time, reduce tdp first and see what happens and then you can decide if you want to do anything more or not.

I didnt change anything In bios for now. What is your opinion, should I set TDP as you said or just buy new cooler?

Set max processor state in Windows power plan to 90% (or lower, whatever suits you) and work around that for now. Albeit 75c isn't too bad though.

Stock coolers have always been garbage. Where can you buy from?

If your case can accommodate a tower cooler, anything of that design will outperform stock.

If you have broken one of the mount pins, the cooler needs to be replaced, if even with a stock one.

I would probably consider something along the lines of the Assassin coolers (Peerless maybe?), Scythe Mugen, or perhaps the Cooler Master EVO or similar. Check for fit in the case and RAM clearance if you opt to go with the tower cooler.

I would not go so far as to say it would "be fine with three", but also was not aware that that specific part was replaceable. I was of the impression that the cooler bit was one solid piece of plastic?

Anyway, if they are as that link appears, then $.70 is a darn nice price towards repairing it.

The 12500 comes with a very good laminar flow cooler.
The issues the op has experienced are most likely due to faulty mounting.
Pushpin coolers need to get mounted level.
If one does not push down on DIAGONAL pairs of pins, the cooler will not set level.
If all 4 push pins are not through and locked, there will be insufficient pressure.
The cooler is not noisy. My first experience with one, I mistakenly connected the fan to the pump header where it spun up to max. It took a while to notice, even at max rpm.

If the op has damaged a pin, for whatever reason, the cooler is no longer good.

I recently built a desktop for my wife using a 13100, the stock cooler in a lian li pc-Q03 case.
The case has no active fans.
At idle, the cpu was about 32c.
Running the cpu-Z stress test, the cpu temperature went up to 80c.
The fan was running at 3000 rpm and I hardly heard it.
