Are new replacement hard drives wiped?

I bought a replacement hard drive for my laptop. It was described as "new - without box" on Ebay.
The first power up gave a message that drive had been wiped by Active@ KillDisk two months earlier. Should I be suspicious that the drive is used...?... or is wiping part of the usual preparation for a new drive?
 
Solution
I found the Crystal Disk app and checked the "new" drive. Turns out to be slightly used, 300 startups, a couple hundred hours of use, no disk errors.
Works well. I've got Linux running on it. For the price ( $33 U.S. ) I'm happy.
I mentioned the "mild use" in my feedback for the Ebay seller.

Solution
It will come back to bite you later on. I would highly suggest you file a fraud claim if the seller doesn't refund in full. It's not just a matter of if you are OK with it, it's also protection for other people who buy expecting new devices while getting used and potentially illegally obtained parts.
