Are Steam save filed in steamapps or backup?

Hi! So, what I did was back up my games using the option in Steam and I also saved my steamapps folder. When I restore from the backup and start a game, I can't load a previously saved game. When I replace the steamapps folder with the old one, the same thing happens. Am I just doing something wrong? Anyone else have this problem?

Thanks!

Saved games aren't necessarily stored in the Steam folders. For a lot of titles, they create a folder in your C:\My Document\My Games or C:\User\Games and your saved games are stored there. If you deleted those when you uninstalled, you're probably out of luck. If not, you may have to go into the game's settings and tell it where to look for the saves.

Well, ***. I completely reformatted my hard drives, so there's no hope of getting any of that back -_-
Oh well, it'll be fun playing through Skyrim again XD
