Are these specs fairly good? I'm hoping to run most games on high/ultra

You'll be able to play a lot of games at high settings. I would see if you could get a better CPU as that's your current bottleneck.

You'll be able to play all recent video games at good frame rates. You might have to adjust a few graphics settings for a few games but other than that you won't have any problem...

my sapphire r9 390 nitro can play all games at ultra
so your 980 ti is way better than mine .

Try to get I5 6600K or any I7, this cpu should bottleneck you in some situations

You should have absolutely no problems with a 980 Ti. But as other said try to upgrade your cpu, I would go for a good i7 since you have a 980Ti.
