i have at the +12v value is 8.880 and the -12v is -3.940 and the +5 is 4.899 i dunno but i think there's something in those readings
my specs are:
cpu i5 2500
ram:6 gigabytes ddr3
vga: gtx 950
hard disk: hitachi 500 gigabytes
psu: 450 watt
os: windows 10 pro x64
motherboard:gigabyte h61

They're wrong, you bet. Now the question is, are those the actual voltages being supplied by your power supply, or is CPU-Z reporting erroneous values? I would try junkeymonkey's idea of a different version of CPU-Z. Be sure you download it from the official site, there are a lot of bogus download sites out there. www.cpuid.com

You can also check and see what the BIOS is measuring for voltages in the UEFI setup, accessible at system boot.

If you have a voltmeter, you can get your own data the old fashioned way. That way you know you can trust the numbers!

you were right i used hwinfo 64 and now the reading is 12.025 but what made me look at these voltages in the first place was that i am facing random lags and stutters in some games not all of them so i guessed it was the psu but apparently i was wrong :D

i tried another program (hwinfo 64) now the readings are right(at +12v value is 12.025 now) but what made me look at these voltages was that i thought the psu was failing because i was facing lags and stutters in some games but apparently the psu is fine
 
hard to say with win-10 I don't know anything about malware except not to use it ?? may need to run that monitor in the background and run something that you see that issue pop up and then see what the voltage is at min.

may try another / older driver as well to see ? for my 900 card I still use 355.82 seems to work the best for my card and all ways go right back to it ??

if you look around you may find when the gtx 970 released a lot of sandy type motherboards struggled with them working properly or if at all like the z68's and gtx 970's .

anyway as long as your sure its just not the game or program causing this ? some poorly optimized games will show these issue or a bad download of the game or a bugged patch used ??

like I said with 10 your on your own using it I'd have to hate some ones guts to recommend it for anything outside the trash can

your specs look ok and should be a nice balance , for me that 450w psu would never be in there for anything over light office or house hold use .butt ????

NVidia has struggled with win-10 that why I said may need to try out some older / other drivers and see if one does a better job .

like I got a game that has a slight issue with intel rigs but never see it with a AMD rig and games that kinda sucked on AMD platforms that now rock on this intel ????? so it can be just one of them things with the games optimizations ?? if there online games maybe the internet service or a high ping ??

what games are you having a issue with ?

also what brand is that PSU you got ?

may try a smart test of your harddrive to se if its having any spin up issues or something when the program call on it for something ?

run memtest and see if it passes a 8 / 12 hr pass run ?

games like rise of the tombraider and watchdogs2, batman arkham knight have huge lags and stutters, ac syndicate lags happen after a while of playing maybe after 15-30 mins ive seen benchmarks of these games running on specs like mine without any problems on youtube

psu came with the case it's not something popular but i ran prime 95 tests there was nothing about them

i ran smart it found an error it's called ultradma crc tried to change the sata cables to fix it but still got the same error what made me ignore that error was because a lot of other games worked without any problems like bf1 and gtav , mkx, resident evil 7 so it's just confusing

i did test the memory for approx. 6 hours there was no errors at all

my last hope is to change the drivers maybe it's the reason

honestly i didn't check if they exceeded the tolerance zone and didn't check the side of the psu neither but there wasn't any errors in the torture test but actually yes the psu has some chinese written on it :D it maybe shitty ill consider that :D and the hdd you think it's faulty so you are pointing at these two parts
in your opinion what should i change first ? or what do you think is the main reason from prev experience

these games maybe they have some issues but my rig should be okay with that i've seen some benchmarks of these games on youtube running on the same specs as mine without any problems

it has a logo of power man in the top of it and it's model no is ip ip s450 :D that's the only english part written on it :D
anyways ill consider changing it in the near future and ill test the hdd again and see if there are errors i mean they are the only things that could be resulting the problem i can't find any other reason right ??

i got ur point, i think there's about 80% chance it's because the psu ill give the other 20% to the hdd , if i'm going to change the psu what brand do you recommend (not expensive)

thting is sometime you get stuff that just don't work out no matter what you try or change may come down to say the motherboards voltage regulation if not holding ?? there only so much you can do before you decide to give up and rebuild or live with it

honestly I would invest in a solid known PSU of at least 550w at bare min. and to be honest for a gaming rig with a single card I don't go below a solid 750w
my opinion on a PSU is it is the hart and life's blood of your build everything depends on it . like you do you want a strong hart in your body or one about as good as a 70 year old smoker ??.
