Are this case and water cooler compatible?

Honestly, no. Assuming you're in a country where they're available, and with the budget you have in mind, I can't see a reason to go with a different one. I've installed a few H7s in systems and loved them. They're better than the ol standard Hyper 212; cost only a little bit more, have no RAM overhang, whisper quiet and are fantastic coolers while still being smaller than the 212. It's not a massive OC beast or anything but its not intended to be. There are an absolute insane amount of coolers on the market so everyone is going to have a different opinion but right now this is my personal favorite for a good tower cooler

Solution
The Cryorig H7 beats the hyper212 in every area except price, it's a few $ more, no biggie. It'll easily handle any i5 or i7 at stock speeds and will handle any OC upto @4.4GHz, so don't try using it with oc on an i7 3770k/4770k/4790k etc. Other than that it's a fantastic low budget cooler for those who want better than stock performance. If that model is unavailable (they do tend to sell out very fast) the Cryorig C7 is also an option as is the Raijintek Aidos.
