Hi everyone...
Using CMD and entering arp -a I get returned an interface 169.254.248.***
Is this normal when I have the router switched off? and if so what could it be?
Any advice much appreciated

Im using window 10

That's an autoassigned IP address. It gets assigned when there's no DHCP server to give a proper address. Perfectly normal and nothing to be concerned about.
Thanks for that..! I have switched on router and this interface is still displayed with arp -a
Is there a way to get rid of it.. as I cannot see the point of having it?
