yes i did. i tested it on an asrock 970m pro 3. one more thing i am not 100% sure the processor is BE

I know that it's supported. What do you mean by the 4 pin CPU connector? You connected it? If the RAM was fine with the old CPU, then it also work with the new one. Did you disconnect the PSU and remove the battery to reset the settings after installing the new CPU?

wait there is a sentence that says "AMD FX SERIES SUPPORT UP TO 1866 MHZ AS ITS STANDARD MEMORY FREQUENCY ". does it mean i need a 1866 MHZ ram to run the cpu?

Unplug the PC. Take out the mobo battery. Plug in the PC. Try to boot it. The PC will make an error sound, you'll know which one.

Unplug the PC again. Put the motherboard battery back in. Boot PC. Enter BIOS. Load defaults. Enjoy.

Error code 84 = problem related to PCI-E devices. http://www.asrock.com/support/faq.asp?id=334 reseat the GPU or use the onboard AMD HD 4290.
1F = RAM. Try other RAM, which kingston RAM? if it is newer version, it is not compatible that MB, like the HyperX FURY DDR3 http://media.kingston.com/pdfs/HyperX_FURY_DDR3_US.pdf because the ram use the newer ICs, only compatible to the newer MB.
Make sure you try those first, before you buy other MB.

i tried reseating the GPU but still no results. oh also the MB already worked fine with this old RAM using AMD SEMPRON 145 cpu, or you mean the FX series need newer RAM for this MB?

Yes, you don't need new RAM. And the error 00 is for cpu.
So when you use the sempron 145, can the pc boot or not? If the PC boot, switch to the fx6100, clear the CMOS, then boot again, if the pc can't boot and you still have the error 00. That means the problem is the fx6100.
Or you may try Bench it - Troubleshooting http://www.tomshardware.com/faq/id-1753671/bench-troubleshooting.html start with cpu fx6100+cooler+RAM , and using the onboard iGPU to boot the PC, if you can't and if you can boot with sempron 145, then you will sure the fx6100 has problem.

The OP has already done that and confirmed the issue only occurs with the FX-6100. However he also says that the CPU works fine in another motherboard; therefore his motherboard has an issue with that CPU. I can't draw the conclusion that the issue definitely is with the CPU.
