ASRock X99 Extreme4 Power While Breadboarding

Is there a power switch on an X99 Extreme4 or should it just power up? My last build used the ASRock X97 Extreme4, which had a power switch and LED display showing error codes.

I have my build in breadboard status. Have a PSU hooked up to the motherboard and CPU power ports. Also have my CPU fan plugged in to CPU Fan1. When I flip on the power on my PSU, nothing happens. Definitely isn't the PSU. I hooked it up to another motherboard and it powered up just fine.

I went through the checklist that is always referenced on these boards. The only thing I didn't do normal was I didn't put any thermal paste on my NH-D15 CPU cooler. The cooler is in, just no paste. Once I confirm things work, I'm just going to uninstall it to install it in the case anyway.

I just didn't know if I had to force the board to boot, or if powering up my PSU should do that automatically.
 
Normally you'd have to briefly short the pair of pins that goes to the case's power button. You manual should show you which pins (usually PWR_SW or the like). Mostly people talk about using a screwdriver to short them; I usually use the tip of a key.

I wouldn't expect it to work very well without thermal paste between the CPU and heatsink. It'll overheat quickly and start to throttle or shut down altogether.
