Assasins creed origins fps dips

I have a Ryzen 5 2600x , gtx 1070 and 16gb of ddr4 ram.
when i run assassins creed origins i run it on high settings. but while im playing the game whether it be in open areas or in cities it likes to dip to about 5-10 fps from the 60-70 that its on. Cpu usage is at about 60% maybe 70 with a max temp of 71c and the gpu runs at 95-100% with a max temp of 65c. is this game just poorly optimized or is there something wrong with my hardware.

Have you checked 'Task Manager' to see if there's any background processes consuming anything? Is the game up to date? Windows updates/drivers updated?

yes everything is up to date and there are no major background processes
