Question Assassin's Creed 4 Lag

I started playing Assassin's Creed 4 again recently and I'm experiencing extreme lag spikes. i have an RTX 2070, i5 9600k and 16gb ram so this game should definitely not be a problem but yet i get a drop from 60 fps to about 5 fps every few seconds. i even saw 1 fps one time. No matter what i do i still get weird lag spikes. It even happens in the menu. Does anybody know what can I do to fix this problem?

Set PhysX to Low or off, it's buggy in that game.
