Which of these two cards would you recommend buying?

Dont touch anything that cant do the new DLSS4, FSR4 or XESS2. These software bumps will make everything so much better.

I suppose it'd be prudent if you told us your mobo model to see if you got Rebar or if you intend to upgrade the CPU soon.

Oh, yes, sure. It's MSI B450 Gaming Plus Max. Currently, I have an R5 2600, but I plan to upgrade it soon to something from the 4000 or 5000 series.

At this level of card it will not make any difference. I would personally always try and go with a dual fan card as no point in having a huge card if you don't need one.

When I had a b350 and a b450 when I had to update the bios for a 5000 series cpu it added smart access memory aka resizable bar so that part should be ok.

True but at this level of gpu what are you really trying to cool. It is more the quality of the cooling solution rather than the number of fans necessarily. I run a 4070 super with a dual fan config and the temps and noise are great.

Put 3 fans on a card in a hot box and it won't do anything more.

It's not as simple as 3 fans is better is all.

As mentioned rebar support is the key. A doubt a pci 3 interface will have much effect at this tier of card
