Asus mobo z390p black screen while installing drivers

Hello. I have contacted ASUS and they could not resolve. I have updated bios, installed windows, and windows cannot find graphic display drivers. I try to use q-install and got the chipset updates installed and Lan driver installed but when I try to load the mobo drivers I get black screen. Restart computer - black screen after ASUS logo. Reinstall windows, go to device manager - check for drivers - notice the GPU is not showing - go to update the drivers - black screen. Turn off computer, reinstall windows again because it has black screen after ASUS logo. This time I try to update Windows hoping that will fix the issue - install starts - BAM! black screen again. Not sure if this is a mobo issue or a GPU issue. I can’t test using the integrated GPU because it won’t recognize the HDMI port when I plug it into the Mobo. I know it has to be the lack of updated drivers but since it won’t let me install any driver without causing it to black screen, I am at a loss.

OS Win10 Pro 64bit v1709

I get black screen in about 5 minutes after opening windows. not long enough to install or download anything. I can't update Windows to latest version because of the black screen issue. In Device Manager the GPU is not displayed (Yellow triangle Unknown PCI Device)
 
Bios are updated to latest version
GPU on top closest to CPU (I have seated it in both PCI slots)

It is new

my monitor is connected to the GPU and open windows after fresh install. When the monitor goes black it won't reopen windows unless i reset CMOS. I have installed win10 at least 5 times now.
 
The PSU exceeds the requirements of all the components. It is 420 and peaks at 520. The GPU requires 300-350. Mobo only 350. It is relatively new and worked fine in my last setup that had higher requirements. If you think it maybe the PSU, what would be a good output?
 
I just ordered a 650W PSU off Amazon. It will arrive tomorrow. I will update on what happens. Hopefully good news.

Did the new PSU helped? I have the same problem, but I have correlate it with windows update. If I have an old installation on it works fine. If I put drivers updates etc the next reboot is black.
