Question Asus PRIME B560M-Plus Posts with GTX 1060 3GB but cannot with GTX 1070 8GB

I recently built a new PC with this set of hardware.

i5 11400
Asus PRIME B560M-Plus (Updated to latest BIOS)
Silicon Power 16GB DDR4 3200
Western Digital SN550 500GB
EVGA 600W PSU

The system will post normally with a Zotac mini GTX 1060 3GB but can't with a EVGA GTX 1070 SC 8GB.
Made sure to sanity check on another system and they both posted on that.
Also disabled resizable bar and manually changed the PCIE mode to Gen 3.

Any advice is appreciated thanks for reading.

EVGA is the brand of the PSU while 600W is the advertised wattage. What model is the unit? How old is said unit?

Made sure to sanity check on another system and they both posted on that.
Does the other system have specs identical to yours, all the way down to the age of the PSU?

For the sake of relevance of this thread, it helps us two fold to know what your BIOS version is at the time of writing.
