Question Asus PRIME Z790-V WIFI RGB fans not working

i bought this board recently. the rgb lights worked for a brief time, but since then they don't even blink, not once.
rx 9070 tiny led on it does, trident z5 ram does work. though i'm sure those have their own controllers.
i tried all 3 (?) headers.
i was wondering if there's a way to physically test it if they got fried somehow. i short circuited them accidently or something.
should a multimeter show voltage/wattage/amp? if so which 2 of the 3 pins to test +/-
i have a "Cool Moon" external header that came with the box of 3 fans no problem if i have to use that but it'd be nice to get the actual thing on board working.
or to know for sure to give up on itbecause it's dead.
bios is its latest and did factory reset.

that said i used a multimeter on the working external "cool moon" header pins, they all are somewhere at 8.56V
i measured the same pins on the board and i get the same voltage.
begs for the question... why the on board won't light the LEDs up?

is there a way to test / see in bios?

RMA. i thought i ran out of standard ebay warranty which i did but the seller was a company and they had a 90 day return policy. they were 100% super nice about it.
i ordered the same (but P instead of V) from them again. 2 tiny differences i noticed one is that the 1st m.2 has a heatsink, and the P is wifi6. so not much difference but why not.
