Asus strix 980ti factory overclock running at 400 mhz

I installed the strix 980 ti which is supposed to be factory overclocked to 1300 or so mhz, at idle its at 400, then i tried on battlefield 4 it only goes to 595 mhz, the memory was low too. I installed the drivers from the nvidia page, and ran 3d mark and it said my drivers were verified as the correct ones... Anyone have some ideas here?

Gpuz is usually right, with the sensors tab. You could try MSI afterburner and also hw info. Hw monitor should read things right but I like hw info better.
I havent tried yet,but i dont know what the voltage is set at for the clock its supposed to be at, thats the point of factory overclock i thought, the settings would already be in place, so no other solution for this? Just rma it?
 
Uninstall your drivers with ddu, do the clean and install option in safe mode. Sometimes the clocks get stuck, with win 10 in the beginning it happened a lot for me and I had to uninstall afterburner and sometimes drivers and then reinstall to get them to go back to normal and stop being stuck at 595 Mhz.

What card did you have before or is this a completely new build?

This is a totally new build.....and a new windows 10 clean install,no update crap....this is what i just checked (just got home from work and this shit was killing me all day)i dl d GPU-Z...I checked its sensors,im at 1395/1405 mhz......i THINK i am good? i was going on what hw monitor was telling me....BUT now i wonder whos right and wrong...i uninstalled hw monitor...then re installed...and hw monitor still gives me the same thing...400 then goes to 595 mhz......while in battlefield 4 i had both of them running....GPU Z was telling me 1395 mainly...then when i would escape,id see it go down to 895.... and decrease...so maybe abad reading on hw monitor im thinking...you heard of that? maybe on win 10? im hoping gpu z is right......any other progrmas i can check the latency for the gpu? ill check msi after burner and the one they gave me with the card sumtin tweek whatever...but if you know any other reliable programs to check the gpu's latency?
 
Well the first step is to find a good benchmark for Battlefield with your hardware, and compare your data with the benchmark, if you get the same results (within a +/- 10 or so fps margin of error) then you should be golden.
 
OK guys!Im feeling a lot better and figuring that hw monitor for some reason is not reading right.....i opened up battlefield 4 and ran msi after burner,hw monitor and GPU-Z............GPU-Z and MSI after burner showed the readings i was looking for(1397 ish) whilst HWmonitor still gave the 400 or whatever...

 
i took pics,i had hwmonitor,msi afterburner and GPU-Z all open ...the apps were overlapped to see everything in synch time,GPU-Z is at the top,msi after burner in the middle and hw monitor at the bottom
the first 2 pics were in ame,then the last when was closing the game,it oges down to 400 or whatever,but hw moitor was there the whole time lol
