Question ASUS TUF X670 not POSTing, RGB lights are on but no QLED lights ?

Recently bought a 4090 to put in my x570/5800x build but when i built the computer I got zero power to anything. I initially thought it was the new PSU but I took it to a PC shop and it booted up just fine. We determined it was the motherboard which was a shame since it was working perfectly fine with a 2080 Ti.

I went to upgrade the PSU and GPU and all of a sudden it was dead. So then I went out and bought a new Mobo, CPU and RAM because if I had to rebuild my PC it might as well be with new components. So I spend a couple hours building it back up with the new components and it doesn't boot once again. However this time instead of a dead motherboard I get some signs of life.

The only thing on the entire PC that turns on are the little standy RGB lights that light up the TUF logo. No QLED troubleshooting lights, no beeps, no fan spin or lights. I've been at this for hours now. I've reseated all cables, the RAM, GPU (which shouldnt matter for a boot) etc. Anybody have any idea whats going on?
 
PSU cables on wrong idk; seems like a cursed Case..................
Returned mobo got a new one and everything works fine. My x570 TUF broke for unknown reasons but this new one was definitely my fault. The 4090 was a tight fit and i accidentally scraped part of the mobo which im guessing prevented it from booting. I polished off the scrape mark and took it in for an RMA and they swapped it with no questions so i guess im lucky on that front.
