ASUS Z170 pro gaming

I am facing a problem when i turn on my pc,the boot logo is appeared and get stacked. Then restart my pc..then pc runs.. What is the problem ??
config:
asus z170 pro gaming+ i7 6700 processor+ 4*2 ddr4 ram+ zotac gtx 960 4gb gpu+corsair vs450 psu+5 120mm cooler and 2 pieces HDD....

The VS isn't a well thought of PSU, so basically it may be sort of kick-starting the rig, i.e. semi start to warm up a bit then full start

Do you have or could you borrow a different PSU to try with?

Should i change psu to Antec vp550p for this config ?
