Question Asus Z790 ProArt not booting, and CPU Q-LED showing red ?

I Have a Asus Z790 ProArt paired with i9-13900K and 32GB Ram and MSI Gold PSU 1000W. The Pc is new and was working normally for several weeks. Until one day when i was working, i restarted the PC and the PC didnt boot and the cpu q-led showed red light.

What i tried and replaced:
1. New Cpu i9-13900k
2. New Ram
3. New PSU
4. Changed power cables to PSU
5. Removed everything on board and left only the cpu
6. Used a air blower and made sure the MB was clean.

All these gave the same result , which is a red light on the q-led.
when i finally concluded that the Motherboard is the issue , i tried booting the pc the next day and suddenly it booted and the q-led skipped the cpu and became green and it asked me to enter bios because a new cpu installed. So when i entered bios , then i saved and restart from the bios , the pc booted with the same issue as before (red q-led).

I noticed that when i rest the pc for several hours , the pc boots but same issue happens after restart.
So i tried updating bios via flashback but didnt work then i tried updating from the bios after resting the pc and the update completed but same issue happened after reboot.
When i was in bios i monitored the temperature of all pc parts (cpu, chipset ...) and everything was good and below 40 degree's Celsius.


Can any one help to diagnose the issue ?

check motherboard´s cpu socket pins for bent pins
Are the contacts of the CPU clean?

start minimum system:
CPU, cooler, motherboard, PSU, monitor, one RAM in Dimm slot B2

reset BIOS by jumper CLRTC
replace bios battery



further suggestions:
replace motherboard
replace CPU

The Pc was working normally for a week with no issues. But one day suddenly when restarted it had this issue.
I started it with minimum system and same problem.
I tried something new, i pressed the power button for 5 minutes continuously without power cord in psu and after that the pc booted , but after restarting , it gave same issue.
Also i tried leaving the pc without power cord for 5 minutes , but this didnt work and the pc wont boot.
So i suspected something in the MB is discharging after pressing power button for 5 minutes and making the pc work, but after the pc boots the issue happens on restart.
So do you think i should change bios battery?
