ATX vs P3

I sent a power supply to a guy with an Intel board and a P3 Celeron. I know it works, but he can't make it power up on an Intel P3 board with a Celeron CPU. He has no 4 pin CPU plug, obviously. Does a P4 ATX supply need this plugged in to function?

I can't imagine what happened then. I thought it should work on a P3 too. He says no boom, pow, or anything. Just DOA!
