Question Bad cpu or mobo?

Hi everyone. I just acquired a b450 tomahawk mobo from a friend so I bought an amd ryzen 5 1400 off of Facebook marketplace which was probably a bad idea. But anyway I have everything put together and the power comes on but that’s it. Nothing on the display. The ez-debug light flashes red on the cpu but goes off after about 3 or 4 seconds. My question is, do I have a faulty mobo or cpu?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You could also drop another known working processor onto the socket, like a Ryzen 2600 and see if that works.

you would need at least BIOS version 7C02v10. You can use the Flash BIOS button at the back of your motherboard;

and see if that revives your platform.
