Question bad fps on rx 570

Question why is my rx 570 underperforming like I can't play any games without fps issue

1.Valorant can't even get 144 fps consistent dropping to 70 on low.
2.Fortnite don't judge, insane stutters unplayable i get like 60 to 120 fps and always dropping to 30 or 15 on low.
3.Rocket league and Minecraft are the only games that are ok but even Minecraft getting some bad fps if a lot is going on.
4.r6 getting 90fps on low.
my cpu never hits 100 on all 6 cores

any help would be appreciated

-i5 9400f
-xfx rx 570 4gb
-Gigabyte b365m ds3h
-4x4gb 2666mhz
-240gb ssd
-1tb hdd
-500w Thermaltake psu

I play on 1980x1080 on all my games

cpu never hits 100% on valorant and minecraft, rarely on fortnite and r6.
gpu always fluctuating in-between 0% to 100% so that's weird.
temps are fine for cpu i get 65 when doing a stress test and 75 on gpu max.
ram usage is at 33% and disk is 3%.

is your gpu temperature ok? if it ok maybe you have driver issue

There was new drivers available at the beginning of the month.

I swear it's drivers cos mine been utter rubbish since driver update an lagging on Fortnite, aimlab I got the Rx 570 8gb version an even done a full clean on pc stated fresh yet still lagging
