Is it physically damaged or just doesn't work? If it is physically damaged a person with the appropriate tools and skill can replace it somewhat easily. (desoldering station with vacuum) (A really skillful person can do it with a standard iron and solderwick/solder sucker, but that wouldn't be good to do on a motherboard or videocard)
If it simply doesn't work, the problem almost certainly lies deeper in the card and only the manufacturer can really refurbish/replace that.
