Bad Performance on CS:GO, Good PC

Hello. I'm currently building a system for a friend intended for very low end gaming.
(1080p Monitor)
Specs:
Asus H97 Motherboard
8gb 1333mhz ram
i5 4590
Windows 10 Pro
120 Gig SSD
So, when opening CS:GO up, on the home screen (not in a lobby or game etc), I get roughly 30-40 FPS. THIS IS ON THE HOME MENU, running at 1080p. After turning down the settings as far as they could go, I get roughly 50-60 FPS while playing offline with bots..
Any reason for this?
Nothing is wrong with the PC. I have that factor ruled out. I also installed the latest drivers for everything. I should be getting 200 FPS+, which is why I am so confused.
I know that CS:GO is particularly CPU intensive and I have seen it run on crappy laptops better than my desktop. Any help/ideas would be greatly appreciated! Thanks for your time.
 

Currently none; just the integrated graphics of the 4590.
Buuuut, I put a spare R9 270 into the PC to see if that would do anything and got framerates over 300 avg.
I would use this, but this is from a different PC of mine.
I'd like to not spend money on a GPU, this is just a casual PC and the iGPU should handle CS:GO just fine.
It most likely has something to do with the HD graphics, maybe an issue with that/driver that I've tried many different versions of.
I've also tried a different processor (4770) in the PC, and still got the same framerate, which tells me it is not the iGPU on the 4590, nor is it the 4590 itself.

I'd like to figure out why it isn't running CS:GO at a framerate it should before I drop 40bucks on a graphics card.
Also, if you could link me to where you found the GT 730 for 40$ that'd be nice 😉
 


He may have the resolution and detail settings turned down extremely low.
 

He actually has it on 1080p with med-high settings, while a same-spec'ed PC can't run it above 40 FPS at the absolute lowest settings..
