Question Bad performance with high end PC

So, im kind of confused in many ways.
I have a high-end PC and still get way worse FPS in many games than some of my friends with way worse PCs.

My setup:
RTX 2080 Ti
Intel i9-9900KF
2x16GB @2133MHz
ROG STRIX Z390-F Gaming
1TB M.2 SSD
500GB M.2 SSD
1TB HDD

While getting low FPS I'm most likely at 40-50°C with all parts.
Task manager also says im just using around 30-40% of the components.

I just dont understand whats wrong. Drivers are up to date. Didnt really change anything in BIOS.
Also I didnt mess around with overclocking or something

Does anybody here have an idea what i could do?
 
9900K is a very strong processor that runs hot, even when not overclocked.
The DRP4 is a very good cooler that should do a decent job.
Have you connected up the front intake fans to your case?
Are they running at full speed?
Without good front air intake, the DRP4 can not do the job.
You show 100c. as a maximum temperature which indicates throttling.
HWmonitor will also tell you the rpm your fans are running at.
You should see rpm for the two front intakes, the DRP4 fans(both of them) and a rear exhaust fan.
The rear fan is used to direct the airflow past the cooler and out the back of the case.
The minimum temperature is 38c, which is reasonable, and tells me that the cooler is installed properly.

An easy test is to run cpu-Z bench stress test.
Watch hwmonitor to see how temperatures behave.
You might also run a second copy of cpu-Z and look at the corespeed.
 
I managed to finally connect all of my fans.
Neither front nor rear were connected before.

Did the CPU stress test again (also with closed case) and got 80°C at max even after half an hour.

Also I went to the BIOS and saw that my RAM wasnt set up properly.
It was detected as 2133MHz modules while it was actually 3600MHz modules.
I will now try it like this for a few hours and see how it goes and edit this post afterwards.
But as far as i tested it yet, I still dont feel the performance I should have
 
So, for a few days it went pretty okaish, but im still getting lags i should not have.
Also, maybe related to this:
For a long time im experiencing something weird. Sometimes one of my 4 monitors suddenly goes black for 2 secounds and then turns back on again.
Had that problem a few months ago and got a new GPU at that time, but that didnt help apperantly. All monitors are connected via HDMI or USB-C (maybe one was with DisplayPort but not sure anymore). And it only hits my 2 main monitors,
