Question Basic USB-C to Thunderbolt 3 Question

Can I connect a Thunderbolt 3 HUB to a MacBook 12" (non-Thunderbolt 3) USB-C port and still have all HUB ports usable (ignoring drop in transfer speed)?

I know OWC sells USB-C HUB model, but it has less ports than the Thunderbolt 3 HUB model.

(I am assuming here that Thunderbolt 3 designated cables are fully compatible with non-Thunderbolt USB-C ports).

That product specifically says it requires a computer with a TB3 port, I'm not sure it'd work at all.
