Beeping from PSU when shut down?

First off, I'm RMA'ing (refunding?) my GA-P67A-UD4 board because I cant flash BIOS update and whenever I shutdown it enters an endless reboot cycle until I pull power completely. Maybe this issue is related, I'm not sure.

My question is: Whenever I shut this system down from Windows, the fans and everything turns off except there's a fairly loud beeping sound coming from something. I think it may be coming from the PSU. If I turn the PSU off and back on it's fine, if I turn the PSU and back on immediately the beeping continues, but not as loud. I'm already returnign the board because it enters a reboot after shutdown until I pull power. Is this related to the motherboard, or should I RMA the PSU as well? It's a Corsair 750TX
 
Aye, I thought so at first, but there wasn't a speaker on the motherboard. I never plugged it in. It just drives me crazy that this only happens when the system is off. I read that GPU's sometimes beep if they don't have power, which mine does (a 9800GT) and everything works perfectly well when it does boot into windows. I'm baffled, it's done it with both Gigabyte boards. I'm returning and getting an MSI when they go back on sale. I guess I'll have to wait and see what happens with a different board.
