best bang for buck cpu cooler?

ok so i currently have a hyper tx3 and i wanna upgrade so i can push my i5 4690k further. i am currently looking at a hyper 212evo but if i can get a 212x under 30 then imma go for that. here are my requirements:
1.keep it on the cheap side($30ish). although i am willing to raise the price a bit for a good cooler
2.water or air, just make sure fits in my case and my mobo can supports it ( specs below)

You already spent $900 on a system, why cheap out on a cooler? The 212 is fine, but a lot of cases have issues with the height

Also, before you even think about pushing the CPU more you should upgrade the memory to dual channel (that alone will give you a performance boost equivalent to going from 4.2GHz to 4.5 in many games) and the PSU (cheap garbage won't last long with an overclocked 970 and i5) to a decent unit like the EVGA G2 550 or Seasonic G 550

I'd go with a Cryorig H7 over the 212. But if you really want to push the CPU you'll need a better cpu cooler like a big AIO (240mm or larger) or big twin tower air cooler like the Cryorig r1, or a Noctua D-15 or D-14. Also I wouldn't suggest doing much overclocking with that mediocre quality PSU.

Seriously, before worrying about overclocking you should make sure you have a PSU that won't cave in. It will save you a lot of headaches and improve your overclock too

The w is worse than the b. Both are low quality HEC built units.

Biggest issues with both are poor ripple suppression and low quality capacitors. Which is why it's a poor choice for a gaming/overclocking system.

Omg thanks for telling me that, I'm sry that I ever doubted you, I had a extra 4gb 1600mhz cas 11 stick lying around so I put it in and I got amazing fps boost 20-50fps. Ok so my question is, will I get more fps of I invest the 30 bucks on a new ram stick(the same as before)? Is cas 11 going to be much worse than cas10

I've been making and fixing PCs since I was 5, I've come to learn a thing or two over the decades

And no, after you have dual channel everything else is just incremental, a few percent at most from 1600MHz C11 to 2400 C9 (not even sure they make C9 2400MHz DDR3 though, wouldn't be surprised if they do)

If your memory is 1600MHz and not 1333 or 1066 in the bios, then you're fine.

As for cooler, no need to "upgrade", 60C to 70C is an excellent temperature range for air cooling
