What is the Best Budget GPU for 1080p play for ultra settings on games like Doom and witcher 3.

GTX 750 Ti would be your best bet. It's less than $150 last time I saw.

Best options would be the RX 480 4GB or the GTX 1060 6GB; second picks would be the RX 470 or the 1060 3GB model (or the 480's 8GB model, if the price is the same as the 4GB model & the 4GB models aren't available).
