Not enough info to suggest anything, what is max amount you want to spend? "budget" can be $20 or $150 considering speakers can top 2-300 easily. Size? 2.1 with sub or just 2.0? Full size, compact? You can adjust bass and treble settings in more than just the speakers.

check out the Edifier R1280T, pretty decent for the price - controls are on the side of the right speaker
