What do you consider the "best" nvidia card for gaming that has a tv out port

Windows XP
Pent III
512 Ram
Intel integrated Audio

(ALthough if you really want the "best" card, you'll go for a Radeon 9800XT)

I don't think there's a 5950 out there without a TV out port, but it's possible I guess.

But it's pretty much a rule nowadays that the premium cards come with TV-out.

seing your spec i would say go for an older card maybe a gf4 4200

My own beast: Athlon 2700xp+ (oc: 3200xp+ with 200fsb) , Radeon 9800pro (oc: 410/370) , 512mb ddr400. SO MUCH faster than my last computer (pIII 550......)
 
Except if he upgrades the mobo/cpu next then he's stuck with a GF4ti. Only if it's a bridge transition would I recommend a GF4ti, but if someone is looking at it as the price of a GF4ti now, and the price of an R9800 (or next gen card) later - the resale of that GF4ti; then it might be a good choice for the time being. It's not like an R9800 or FX5950 won't work in his rig, he just won't get the most out of it under most conditions.
