Best CPU cooler for around $40?

I am using the stock intel cooler for BF4 on an intel i5 4690k. i get temps around 73 c max. i am getting random fps drops from 80 to 10 for about 3-5 seconds then back up to about normal 70-80. i play on ultra. i have heard it is your temps or the patch idk but whats the best cooler for about 40? a hyper 212 evo will not fit in my case

Might be helpful to list what case you have. The 212 works well for my 4690k.

I ave the zalman cnps10x. nearly identical to the hyper 212 evo. just a bit shorter
