What are the rest of the specs for your i9 system?
Each Win 10 VM gets 1GB RAM?running a java program, that does some random stuff. This is more or less just for testing. I also have 64Gb of ram. And NVME ssd. each vm has 1 gb of ram

CPU gets stressed the most and i don't care about it being quietDepending what will stress more--cpu, memory, or storage, I would know several ways to do this. It will have some compromise though unless you have unlimited funds--cheap, fast, or quiet--pick 2.
I mean they take a while to turn on because i have to wait for the cpu usage to go down on the previous ones and im trying to use my computer right now. hahaBut enough free time to create an account and post this question.

I don't think you would need more than one server as long as you get one powerful enough. The newest generation 2u servers like the Dell R740 have up to dual 28c/56t (xeon 8110) which in a dual config will easily handle the requirement. Of course, you're looking at higher 4-figure budget for something like this.The cheapest answer is to buy several used 2U servers. DL380s. It won't be quiet and it won't be energy efficient, but it would allow you to scale the number of instances as large as desired.
