Hmm..basically, you need a complete overhaul proc, mobo, RAM, Win7/Win8.1 x64 and the PSU. (VS450 is a bit too old to reused altho usually you might want to reuse the PSU but it is just to be on the safe side)

We will need your planned budget for this.
While you start looking for your budget, I would first recommend that you consider:
i5 4670k (OC) or E3-1230V3 (no-OC)
MSI Z87-GD65 or any Z87 mobo you like (OC)
ASUS H87-Pro or any H87 mobo you like (no-OC)
Any at least 2x4GB or 2x8 DDR3 1600 RAM you like
Corsair RM550 PSU or any similar from Seasonic, XFX, or any well-known brand
If you still have money, an SSD is also worth considering..e.g. Samsung 840 EVO at least 120GB

If you are short of cash you can consider AMD FX6300 or Intel i5 4570 too

ah..the point is, we do not really know about your budget.
If you are really really..and I mean..really short of cash..Q6600 (suggested by mohit9206) or Q8200 or any other cheap used Qxxxx from ebay will do the trick until you have enough money for the great overhaul in the next ....well...1 year or so
With the Qxxx thingy, you can basically keep everything you currently have for now.

If you want something on the ultra cheap, grab an FM2+ Board and a Athlon 740/750K/760K

They're low end CPU's but will pair perfectly fine with the 7750.

You'll need new RAM and Windows as well.

You can use your OLD PSU/HDD but the PSU is taking a risk.

Solution
thank you guys for the quick replies. i should have mentioned my budget. its 200 us dollars or 13000 indian rupees. i live in bangalore, india.
i dont want to buy a used cpu. but i can manage to buy a better psu somehow.
as for the crossfire option, i want to do it with an onboard card as i cant afford to buy another card atleast for now. i also want to know if i will have to use a cooling system if i use an amd cpu. because i hear they get really hot easily?
seriously, you guys are really helpful.
im considering the options guanyu and hades have mentioned. thanks guys.

With AMD, no. the FX 6300 is a very good CPU for the price and has 6 cores, all AMD CPU's with their graphics have a max of 4 cores, which their Quad core CPU's aren't that good. With AMD CPU's, 6 cores is what you'd want and not really their Quad core CPU's, but that said your Graphics card is nothing special, but if you were to upgrade, the CPU would be number 1 priority to leave un-upgraded.

because i was thinking of running crossfire of the 7750 and an on board card that comes with an amd processor if it would give a better gaming performance. thats possible right? or when i buy another card, i could use it with my 7750.

i see mate. thank you very much!

@hades. mate, i also need a mother board that would support crossfire when i buy another card in the future. the one you mentioned in your 3rd option doesnt support crossfire. any alternatives mate?

I can recommend a board for crossfire but its not in budget but I hope you aren't considering crossfiring 7750's? that's pointless.

Always get the best single card solution you can afford. The stuff I posted earlier will work fine for "Now" if you up your budget you can get a more upgrdeable system.

Glad to help, If you have any other queries just ask and we'll gladly help.

For his setup and all, going for a 990X chipset for 7750's isn't worth spending that kind of money.
