hi i have a fm2+ system and wanted to know what would be the best cpu for the card for it to not be bottlenecked i will be doing 4k gaming and 1440p gaming (i am on a low budget )

There isn't one. FM2+ is a very old, budget platform. There's no FM2+ CPU that can handle much beyond 1050 Ti level of performance, certainly nothing that could run 1440p/4K with any kind of quality.

Even if there wasn't a bottleneck, while the RX 480 is an excellent GPU, it's an excellent 1080p GPU. 1440p is a stretch for a 480 and 4K gaming is impractical.

What sort of FPS are you aiming for? An RX 480 is going to do terribly at 4K, might do OK at 1440p depending on the game if you're willing to turn down settings.

There aren't any 'good' CPUs for FM2+. The least bad one would be an Athlon X4 8xx series CPU.

What parts do you have already? Do you already have a FM2+ motherboard and/or DDR3 RAM?

its anything close to 60 and i really dont mind going down in quality i read somewhere that the 880k is good

This socket is too old you better off building a whole new PC or get a used 4770K desktop with PCIE x16 slot for 100-150$ from ebay. Then just put in the GPU and make sure the PSU is good.

Forget 1440p and 4K. Some games might run at 1440p with low-medium settings but they will look worse than consoles.

I have an RTX 2080 Ti and I had to overclock it to get 4K60+fps in all games.

Investing extra money for a water cooler to overclock an 880K makes no sense, just put that money towards getting a decent CPU.

I don't really see the point in playing at higher resolutions just to turn everything else down to low. Even then, I'm not sure how an RX 480 would perform at 4K.

An 880K is not "good", it will not be capable of 60 fps in many games. Even a $50 Ryzen 3000G, literally the cheapest CPU from AMD's current lineup, is better than any FM2+ CPU.

Again, what parts do you currently have? Why are you looking at FM2+ CPUs?

what would be the best on a very tight budget

Any Athlon X4 7xx or 8xx. There isn't a major performance difference between any of them, and they're all unlocked so you could overclock the slower models to be the same speed as the faster ones. If you can find a used one for dirt cheap go for it, just don't expect great results. I wouldn't spend more than ~$20 on one myself. What CPU is currently in that PC?
