I am looking to get another GPU sometime down the road. I have an Intel 3770k, I originally wanted an EVGA RTX 3060 12GB, but I read recently that it will bottleneck my system....
what would be the highest/best NVIDIA GPU that i could get

So yes, the RTX 3060 will not be able to perform as much as it could. And I would say it would hold back a RTX 2060. A 1660 Super is probably the best GPU to get if you don't want to go too far and you don't care about ray tracing.

How much of a bottleneck your 3770 may or may not be depends entirely on what games you want to play, resolution and details level.

Simplest way to preview how much of a performance improvement you may get from upgrading your GPU would be to set your details to lowest except for CPU-intensive details like draw distance and see how much of an improvement you get, then browse for what GPU ranks proportionally higher in average game benchmarks.

A 3060/3060Ti is about as high as it may make sense to go on a 3770.

Expect to hit a CPU bottleneck at ~50fps in the most CPU-intensive games.

Lose the term "bottleneck".

It is entirely possible, even likely, to end up with better performance and a 'bigger bottleneck'.

Putting in a better GPU does NOT result in lower performance.

If you can find a 3060 at a decent price buy it and enjoy life. The limit of the performance will very depending on the game and monitor resolution.

EDIT the absolute worst that can happen is you don't get a FPS increase but you can turn up all the eye candy in the game.

I would recommend you to go with RX 580 - RX 590 - GTX 1660/Ti these are some of the better options in my opinion.

If there is no near term plan to upgrade the main components, I tend to agree with the 1660 level GPU. You might even be able to find one....

Alternately, items like a 1070/1080, perhaps a 980 if you can score used at a good price should be a pretty good match up to that CPU.
